You can, but from what I've heard you should only do it once per lobby.

You aren't allowed to advertise your channel and/or videos in-game, unless someone asks you something along the line of "What's your channel?". For streams you are allowed to advertise once every 10 mins in the hub, or once a lobby ( repeatedly going into different lobbies to spam advertise is not allowed ).

As for advertising on the forums. You can post your video's in the media section, which is located here :
http://www.minecraftsurvivalgames.com/media/
Please make sure your video is only MCGamer content and not on other servers. Your video will be reviewed by the staff to see if it had any vulgare language in it, and if not, it'll be displayed in the media section.

You are also allowed to have 1 video in your signature and a link to your YouTube channel.

PS: One little imperfection: You may only advertise your steam once every 30 minutes in the hub, again only on condition that it contains MCGamer content.
