You won't ever get 300 fps while recording on a 760. You will probably need a 770 or higher.

With your budget i personally don't think you will be able to get that high FPS while recording. Another thing to consider would be building it yourself, putting together a computer is not that hard, and if you do need help with it there's lots of great guides out there. By building your own computer you can usually get a better PC for the money. It is also easier to upgrade if you build your own PC if you should ever feel the need.

And to get 300 fps while recording depending on the software, he might need to SLI it. (Unless he plays on very minimum settings.)

I don't see a point in 300fps just get a 750ti which will do solid 60fps max settings whilst recording which is all he needs bc I'm guessing from the fact that he wants 300 fps he doesn't know muh about frame rate so he's got a 60hz monitor so to save you munny get the GTX 750ti

TL;DR- you won't see a difference between 60fps and 1000fps on ur monitor so get a 750ti

A GTX 760 is fine, and an amd fx-8350 is a great processor. Any Intel equivalent will do the job also. However, make sure you buy a Nvidia graphics card so you can use shadow play. It's a great recording software that is only available with Nvidia cards. Shadow play uses your graphics card more than your processor, so you barely lose any fps while recording.
