Just in addition to clarify something:

The Ban Disputes section is not closed. The reason why you cannot see other threads in there is because they are private and therefore made invisible for other members besides Senior Staff and the creator of the thread.

All you need to do is click the "Post new thread" button in the lower right corner, copy-past the answers into the grid and fill them out. Then submit your thread and patiently wait until you receive a response from an upper staff member.
