1 Sword
2 Rod
3 Bow
4 FnS
5-8 Food
9 FnS/Gapple

Under optimal conditions, when I'm stacked:

1. Sword or axe
2. Bow
3. Fishing rod
4. Highest priority food, such as G-Apple, G-Carrot, or high-saturation foods such as cooked beef/pork chop.
5. Next highest priority food. G-Carrot, or high-saturation foods such as cooked beef/pork chop.
6. Food, or 4th flint and steel.
7. Food, or 3rd flint and steel.
8. 2nd flint and steel, or food.
9. Primary flint and steel, or food if I have no flint and steel.

I have my Razer Naga 2014 optimized for my personal preferences:

4. Arrow [I think its smart to have arrows in your hotbar to save you time if you're after someone, you won't have to check in your Inv.]

Oh, and I use P for F5, R to Sprint.

I have the exact same! I tend to get the first hit every time just cause of hot keys which makes you have a quicker reaction!

Mines it's pretty weird I say so myself, but it's comfortable because I have a RedDragon perdition mouse and it has 12 hotkeys on the side .

The reason I have my hotbar like this is because my two main secondaries are the fns and rod. I really like the fns in the number 2 slot because it is very easy to hotkey to, you simply press the 2 key on your keyboard. I originally had my fns in 9 slot and rod in 3 slot but I was finding it hard to access my rod. I saw that alot of good pvpers (ryska_rysen gaxriex) had the rod in their 9 slot and I realised I can simply scroll backwards and it would take me to my rod. I have been using I like this for a long time now and I have defiantly noticed an improvement in my pvp.
