Hit it a couple of times, make a wish and that should fix it

Are they on the case or on the back of the PC? Did they work before? Is it a custom pc?

If you are not sure if they worked before you probably didn't connect the case cable which connects the USB slots to the motherboard.

Have you gone to the motherboard's website, and downloaded the USB 3.0 drivers for that specific motherboard? If it's one thing I know about Windows, is that it needs drivers. For everything. Literally. Everything.

I'm probably stupid for asking this, but are you meaning that you get no connection whatsoever with any of the ports, or they are just defaulting to USB 2.0 speeds?
If it's the first, you may need to double check your connections. 3.0 Ports have their own cable, and a specific spot on the motherboard. Your motherboard may not be compatible with USB 3.0 through the board itself. If that's the case, and your motherboard has USB 3.0 on the back, you'll need to buy a converter to go from the end that you plug in to your motherboard back to USB (Like This: http://www.iaminthestore.com/media/...e_to_20-Pin_Adapter_Cable_-BlueNS00084010.jpg), and then route it outside of your case, and back into your motherboard from the rear IO. (Routed Like This: http://www.themakersworkbench.com/sites/default/files/silverstone-EC01-P-CP09-review-5.jpg)
If they're simply running at 2.0 speeds, make sure that you have the proper USB 3.0 drivers installed from the manufacturer's website.
Hope this helped a little.

USB 2.0 and 3.0 do not run through the same cable for starters. There is also no universal on board port for USB 3.0 as far as I know so most cases have a splitter and ask you to plug a USB 3.0 wire into the back of your computer. Check around to see if there is a USB 3.0 wire just lying around in your case some where... If there is just run in out the back of your case and into the back of your computer, preferably in a USB 3.0 port on the back.

If this isn't the issue then I have no clue what is going on.

Can you go to Device Manager and see if you have any errors with the driver for the USB 3.0 ports?
If there are errors try to update your Motherboard's drivers. Also check the BIOS if they're enabled.
