Server plugins needed!

For permissions in ranks I'd suggest using GroupManager since it's easy, but you can also use PermissionsEx.

Sorry for the 10 day bump but I would suggest getting some essential plugins to help you started.
Some being the following - Essentials, World Edit, World Guard, No Cheat Plus (configuring it is better than using it without tweaking), PermissionEx / Group Manager (I prefer PEX).

Well wants you get used to it it isnt that hard. I used Group manager, when in game /help groupmanager
