You are probably best off trying out the Canadian servers because of the fact that they are located in Montreal, and the distance between New York and Montreal is less than the distance from New York to Phoeniz, AZ

Edit; a shorter physical distance between you, your ISP and the servers will usually give you better ping.

Edit 2; an ethernet cable is nearly always better because you won't suffer packet loss (unstable WiFi) from what you have described as a long distance from your computer and your router

I try CA servers but no one really plays them and there are quite a few bugs
