If you were to ask most people what is the best pvp resouce pack, Most people would respond to Huahwi's resouce pack. You are right that it is all personal preference, But if it is a good resouce pack it will slowly get more popular and earn ratings on how good it is, but if you were to ask people what is the best resource pack (not pvp) most people would say: R3dCraft, Defscape, and faithful or even ovos rustic. so There could be a resource pack classified as the best.
