You are born with genes (duh) there are around 23 gene types, 1 of these gene types is eye colour.
For eye colour on a basic level you have a B and a b gene
B for brown
b for blue
it all depends on what your parents genes are but here are all the possible outcomes:

B+B = Brown
B+b = Brown
b+b = blue
on a basic level anyone without a shade of brown or blue has "mutated" eye colour.
