Many YouTubers use gaming mice with special buttons, such as the Razer Naga and Razer Deathadder.
I have the Razer Deathadder, and the side buttons look like this:
http://gyazo.com/907e1bd3145315058f9cf6a2dcae6863

It's rather useful for easy switching.
Before I got my Razer mouse, I managed to get decently good at it by doing this:

I had 1 as Sword, 2 as Bow, 3 as Fishing Rod. (Inventory slots)
I would start on Sword and scroll down two slots to my fishing rod. (I had a mouse that clicks every slot it scrolls.) I would then right click once to cast the fishing rod, then reach my left hand up and tap the 1 button right afterwards to switch back to my sword. I also did a similar thing for Flint and Steel.
This worked for me in the past, and I see no reason why it shouldn't currently, unless you have your Sprint key set to something unusual or something like that.
My deathadder only has two buttons

It's very easy for me to switch from slot 1 to slot 2 because of this. Razer naga 2012.
Isn't using macros on a mouse against the rules?

Anyway though, learn to hotkey as many people above have said. I play with the weirdest set-up on the planet, using the arrow keys instead of W,A,S and D. My hot bar keys are the , . and / keys for 1 2 and 3 and I scroll for bow. It is very affective. However, if you wish to continue to scroll, I recommend putting your rod in your ninth slot, as you can scroll from sword to it the same way as FNS to sword just the opposite direction. You can then move your bow up to slot 3.

Hope I helped :)

Macros are not allowed... sometimes.
Using buttons on your mouse for a single action such as switching to the last slot in your inventory (9) is OK. Setting it to F5 and using that instead of pressing F5 on your keyboard is fine. I also think that you can set your sprint key to a button that is also on your mouse, and use it that way.

However, using it for more than a single action is not allowed, as clarified by Cubes after I thought they were allowed and accidentally posted as such on another thread.
Something such as 2-RightClick-1 to place down Flint and Steel and then switch back to your sword instantly is not allowed. You would have to use the buttons individually. Setting a single key to click several times in a single second is also not allowed, if memory serves, and it called autoclicker.
Also, it's virtually impossible to detect unless someone admits to it.
(Cubes, if you see this, please read over it and make sure I didn't make a mistake in explaining it. I don't remember exactly what you posted before.)

FOR SCROLLER:

I myself scroll and please don't reply to my post saying how hot-keying is better as I have beaten experienced hot-keyers numerous times, it's all a matter of preference.

To enable to switch to your rod fast you'll need to keep it beside your sword at all times, I recommend keeping your sword at your 1st slot with your fishing rod at your 9th. Your pattern should be: Scroll up -> Right click-> Scroll down. After you get the hang of that pattern and practice it on any good PvP server, you'll soon be getting combo's like crazy.

I scroll + hotkey, Scroll down to rod in slot 4, press 3 on the keyboard, then scroll back down etc.. Just got to find what works for you to be honest, that works perfectly fine for me since my previous gaming experience just good muscle memory.

Maybe investing in a mouse with buttons on the side such as a Razer naga or the Corsair version (Don't know the name) However don't waste your money on one of those if your just gonna play minecraft! as you can always hot key!
Another option would be to move the fishing rod nearer to your sword and do a quick scroll to it. Maybe in the 9 slot or 2 slot.

That isn't a macro, that's just a quicker way to switch to your hot bar slots.
