I'm pretty sure it's illegal to be the owner of an active clan. I've seen a clan that was locked for this reason.

I'm not crazy about letting a clan, that formally harassed/threatened my clan play anymore. It also seems suspicious that if he is banned FOREVER, then why would he still want to be a active owner of this clan. I suspect avoiding ban.
