Ik the last movie is not a HG but a civil war, but since the question is "if you were" the director then what map would you pick for them to play in.

Well, I did answer the question. If I were the director, I'd try to keep it true to the book. I'm not trying to ruin your fun and the spirit of the thread, but I am answering the question.

If I were to be a director for just a Hunger Games "fan-fiction" kinda movie based on the universe I think SG 2 would be a great cinematic map.

None of them... In the Hunger Games, there is only one location, the cornucopia. There is not buildings everywhere.
