it's a run on sentence when there is a lack of a comma, or punctuation in general, separating two separate thoughts. A comma splice is the opposite in one way essentially: Having an extra comma where there isn't supposed to be one. In this case, the comma after "like Stradlater" should have been a period or semicolon.
