How do i get good ping?
I live in the US Rhode Island and i get around 20 ping to CA servers but no one is usually on it.
I want to play US but i get usually around 200 ping and get 3 bars.
Is there any solution to this other than moving?

I don't think it matters, I live in AU and I connect to US MCSG with 4 bar connection so it might be ur internet provider. I am not sure but your internet is fast so dunno.

Stick with Canadian Servers then. IMO, Canadian Servers are better, except higher ping for me. :/

Not exactly sure, you could try a DNS server but I don't think that fixes ping but it does give improvement on your download and upload speed on what I've heard. Best thing you could do right now is to play CA servers as that seems to be the better option.

Yeah Ca server doesn't really have people on during the night time. It's hard to scrim with my clan if it's in us.

Try an ethernet cable, that usually helps.
