Correct, TPS means Ticks Per Second. The server operates at 20 ticks per second and if it is below 15 you will start to notice delays in server performance. Ticks control the server events and all other actions.

Well, about the Casino, I looked up "Nerfed", and this came up. "video gaming a nerf is a change to a game that reduces the desirability or effectiveness of a particular game element." So, I believe u will get less stuff from hitting the Casino. I spectated a game, and the lights were on, so I guess u can still use the Casino, just u won't get as much stuff.
