Why isn't Laby Mod allowed on the Network?

Why isn't the Laby Mod allowed? All it does is let you play on 1.8 as you would in 1.7, and people can join the server if they want in 1.7 so idk why it isn't allowed.

The mod is currently not allowed but once the administration has reviewed the mod, there will more than likely be an announcement. There may be many reasons as to why the mod is not allowed but I'm not personally sure myself.
