Translator applications

I have questions for translator applications:

1) Would someone give me the proper link to sign up for this, because the one in the forum posts doesn't let me apply
1a) Are applications still open?
2) Would someone give me a scope so I know what I'm getting into?

I don't believe the translator applications are still up, but the developers do need people to translate some things. Just PM a few of them asking about it.
