Yes, I believe it falls under harassment or abuse, but I can assure it's bannable.

No. It is only punishable if they follow you from game to game I believe.

If you are targeted repeatedly for no reason and also called names and harassed, then that would be considered bannable, not kickable. IF you have evidence of this repeatedly happening, please report it!

Correct! Targeting someone in one or two games isn't punishable, that would completely ruin the balance of the game. Want that iron chestplate someone just picked up? You're probably going to target them, I would. It's a part of the game.

If someone is following someone else in multiple servers to the point where they can't play the game, that is just harrasement which is not allowed. Though, it doesn't happen much (pretty much at all) since only staff members can track players now, but when/if it does come up, it's only punishable in that context.
