Scoped - PVP/Position Detection Lag Prevention

Check dis out, it adds XP from killing players so enchanting would be easier and more awesome. Plus it fixes player position lag and chunk loading which would be useful because of the amount of people who have been complaining about not being able to hit players due to nocheatplus. Worth a try
