Resource Pack not working

Hi forums
A few weeks ago I bought computer parts to build my own pc. After 6h, the build was complete and posted fine.
I installed windows 8.1, and downloaded the latest nVidia driver.
After I downloaded minecraft, I downloaded optifine and a texture pack (r3dcraft). After optifine was installed, I went into my resource pack section of minecraft and clicked it. It went to the right hand side of the resource pack section, and nothing changed. Minecraft still works, but looks normal.
If anyone could find a solution to this problem, that would be great!

Specs:
i7 4790k
Asus rog vii hero motherboard
Asus gtx 770 direct cu ii
1tb WD blue
250GB samsung 840 evo, which minecraft is on.

Try extracting the resource pack then replacing in the resource packs folder. It's happened to me quite a lot and it always does the trick. (If you don't know how to, right click the resource pack and hit "extract" to the desired location.)

Thank you but I figured it out, turned out to be an environment variable problem.
