How can I report people when I cant get proof of them hacking because I cant record on my computer.

If you can't record them hacking, you can simply use the command /report 6 *nickname* *description* or join the MCGamer teamspeak (ts.mcgamer.net) and poke/private message a Sr.Mod/Mod telling him the game to spectate and the nickname of user to watch.

Hey there! If you can't record a hacker you can always hop on our TeamSpeak and poke a moderator. All you have to do is poke them the hacker's IGN, region, and server. Hope I helped! QA;TL
