In mcsg, I have a certain hotbar setup. My rod is 9, and it is hard to scroll for me, so is it allowed that I can program my side button to go to my slot "9"?

As long as the macro on the side of your mouse only binds to one key, then it is perfectly fine! The situation you stated is acceptable, however, please keep in mind that binding a macro to do more than one action/press more than one key is unacceptable and will result in a consequence.
