Hello,
Are VIP's the only ones who can disguise, or can certain donator ranks disguise as well?

Gold donors can become a regular if they do /d, but can't get a random name.
Otherwise Diamond Donors and Platinum donors can disguise to random names by doing /d.

What is donating all about?
Donating is, well, giving money to maintain the server. In Minecraft, straight-up donations aren't a usual thing, and because of that ever since the beginning of servers, people came up with a donation system. The donation system, in a nut-shell, is a system of ranks, and these ranks have different perks that make the server more enjoyable.
Here in MCGamer, you can donate from $10 up to $100.
Type of Ranks
Index:
Iron Donor
Gold Donor
Diamond Donor
Platinum Donor
Quantum Donor

Iron Donor
Iron donor is the cheapest rank you can have at MCGamer. You can join full-servers, however only being able to kick non-donors. You have 2 votes for Minecraft Survival Games, however you will be kicked by more expensive ranks. This rank does not include silent join or disguise commands.

Gold Donor
Gold Donor starts at $25. You can kick iron donors and non-donors. You have 3 votes, and a disguise command —disguise command only changes the color of your name. You're still kick-able by more expensive ranks.

Diamond Donor
Diamond donor starts at $75. That is a raise on price compared to Gold Donor. You have 4 votes, a normal disguise command, and silentjoin (/silentjoin in the hub). You are still kickable by Platinum Donors.

Platinum Donor
Platinum Donor starts at $100 (you can upgrade from Diamond Donor for just $25). You have 5 votes, and all the perks Diamond Donor has already. You also can fly on the Hub and type in colors. You are no longer kickable by donors, just by Staff and VIP's.

What donor do I recommend you buy
Diamond Donor. Looking at your questions, you're only wanting the disguise feature. Diamond Donor has the disguise feature and silent join, just like Platinum (just cheaper). Unless you want the flying options on the Hub and colored text, you don't really need it.
