More Balanced Teams

I think that if players were only allowed to team with their 'district partners' it would eliminate the four to five man teams you see roaming around. Players could call truces with as many people as they want but only actually work with their district partner. If your partner dies, you could seek out a new one. Just an idea. Thoughts?

There is no way of stopping random people from teaming up. Already though, it has been suggested that you couldn't attack your district mate. I don't think they will be implementing it any time soon, and not many people like the idea either. Already, you can make a team of however big you want and there is no way of stopping you even with what your suggesting.
