I was with my friend in a arena, and I always do /list
when i saw a donnor like me, i watches his stats and i wanted to kill him

I killed him and I won, and it restarted, he told me that i couldn't target him because it is illegal,
is that true?

This isn't true. Targetting is only illegal when it is done 10-20 times in a row and when you are literally chased of spawn all game. This is the point at which we start referring to it as harassment instead of targetting, and it is illegal. The action you described above is not illegal by any means.
