Inv. Tweaks?

Ok, I saw a couple dudes so far who were using Inventory Tweaks. I know this because all of the items in the chest disapeared at once and he put on all of his armor REALLY fast. I want to know if this is allowed in the games. Please tell me because I want to know if I should take video and report people like that.

It is not allowed. Anything outside of the Vanilla client is not allowed.

Quick correction: Anything outside of the vanilla client other than mods that enhance performance.

Basically:
Anything that enchances game-speed performance/graphics (like Optifine/Cape or a texturepack) would be allowed as far as I'm concerned.
Anything that enchances actual gameplay that gives you an unfair advantage is not allowed (such as minimaps, auto-sprint, invtweaks).
