Go into options, then multiplayer settings and make sure your chat is not set to Off or something like that.

Can you see the chat that isn't yours?
If you can then go to the controls option and check which key you have to talk (normally it is T, but people accidentally click the wrong thing).
If you can't see the chat in general, then go to multiplayer settings and check if chat is turned off.
