I was banned for putting an IP in the chat, none of the disputes work, and I don't want to buy a new account, how can I buy and unban, or just be forgived? please respond

The only way that you can get unbanned is by a Ban Dispute. If the Ban Dispute is constantly being upheld, that means that your chances of being unbanned are going to be very very slim.
As for buying a new account, that is also not allowed. Using another account to bypass your punishment is against the rules and you will be punished accordingly if you do indeed bypass your punishment.
