Hit Splat Damage Indicators?

My friend told me about a mod called hit splat damage indicators mod which basically adds a health bar for any entity you look at. Technically its not giving me any form of advantage aside from seeing their health and I wanted to know if this mod is illegal or not. (Also the health bar can not stick on to one person for targeting uses and the health bar only shows up from approx. 15 blocks range) Thanks.
