About 1 month ago i reported HolaSoyBryam for hacking and today i just saw him in my game!?!?

If it was their first time breaking the rules (hacking), then they were only banned for one week. If they are caught doing it again, despite being told not to, then they will be permanently banned.
In addition, if the evidence was sufficient and they weren't hacking (or weren't completely caught hacking), then they might never have been banned in the first place. However, when Moderators deal with an Abuse Report, they don't actually tell you whether or not the person was banned (yes, there's a reason.)

First-offense hacking is not a straight permanent ban. Yes, you might have reported him, but that doesn't mean he is still banned.
