Fps Increase [Help Needed]

So at the moment I get around 13-20 fps in-game and about 2-8 fps in lobby, all my settings are on the best for fps and it still doesn't change anything.

The question I needed answered as soon as possible is, What are some programs that increase fps? (I have Optifine Installed aswell.)

What render distance do you play on? Also, do you have Razer Game Booster installed? I got about 10 frames on any server/world and when I installed that I got about 30 or so.

I have it installed and it usually puts me up to about 30 fps, but now all of a sudden it stopped. My render distance is on Tiny aswell,

What's your fog set at with optifine? I believe there is a control to change it from like .8 .6 .4 and .2 or no fog. I'm not 100% sure where that control is located.
