While permanently banned, how long until the forgiveness policy applies and one is able to appeal again?

Well my friend got banned permanently and it's been almost a year I believe 11 motnhs and something, and he still got denied

Our forgiveness policy is made on a case-by-case basis. If a user has been banned for a valid reason for longer than 9 months and provides a reasonable and solid explanation as to why they should be unbanned and will follow all rules in the future they will be pardoned.
