¿Is the same if i eat a cookie than if i eat a golden carrot?

In minecraft in all versions and in this too, when you have 9 and a half of food and you eat a golden carrot 4 example, yo have like 3 and a half "invisible food" and the hunger doesnt appear in a minute or 2 minutes, but now if i have 9 of food and i eat something like a golden carrot the hunger appears really quickly,
¡I eat 3 golden carrots in less than 40 seconds!
I have to eat all the time, please fix that

I'm not entirely sure if I understand this correctly, but I'll try. 1.7 introduced a new saturation system which most members of our community didn't like, I believe that the developers created something in order to fix it and make it similar to the way it was before, but 1.7 saturation is still messed up.
I could be completely wrong here but I think this is what happened.

As stated before, with the new saturation system you now get hungry faster than you used to.

Foods sometimes get messed up. That is why you might get hungry in the same amount of time whether you eat a steak, golden carrot, apple, or cookie.
