Connection timed out is often related to the server failing to establish and maintain a connection between you and the web servers. I'm going to assume that the plugin they use for the ban check is either down or broken.

There never has been an official ban checker site for the new v2 system; the easiest way to check if you're banned or not is ... well ... try to log in.
