crackdown on spammers

In the past couple of games I have playes on when there were no mods on this happened ( look at pictures ). Is there any way that we can crack down on spammers? If someone is spamming and you tell them to stop they say, " F*** YOU, YOU ARE NOT A MODZ!!!!!!!!!!!!!!!!!!!!!!!!!!". Eventually they will get reported but is there any way to stop them when no mods are on. Most of them will continue to spam and annoy people till the game is over.

I believe there are some plug-ins out there that do mean spammers have to enter a code after 'x' amount of the same messages or ones that do not allowed for repeat messages t0 be sent.
