Costume Titles in Forum

What with some costume titles on the forum?
It will just be a button, and when you edit it, the title will be under your name under Moderator and such (But if you don't have it, it will replace the New Member, Member or Active Member.
It should have a white frame around it so you know if he is a Active Member if he wrote it.
