Chromebook Inquiries

Hi!

So I've recently been considering buying a Chromebook to aid me in my studies. I know Chrome OS is a relatively unorthodox and unusual software, and considering their low price tag, I'm a bit skeptical. I'd just like to ask a few questions about them before solidifying my purchase.

1) What is the best sub-300 dollar Chromebook?
Here are the ones I'm considering buying:
Product 1
Product 2 (this one's a bit over my price limit, but if it's very good I'll consider it)
Product 3
Product 4
I'm not expecting blazing fast computing speeds from these devices. The characteristics I would like are: a decent display, a lag-free experience, preferably a 13" display (11" is alright) and a good keyboard for long writing sessions (let me know if there are some other ones I'm not aware of!)

2) What features can I use offline?
I'll probably be bringing my chromebook to school sometimes, so I was wondering what sort of functionality I'll get out of my chromebook if I have no internet connection. The connection at my school, or just driving around, can be pretty horrendous and unreliable. Would I be able to access google docs, my computer's files (google drive), and other applications?

3) What sort of applications can I get for it?
Ex. Skype, Editing Programs, etc. I know it's Chrome OS, but I've heard that you can download certain applications from their store.

4) Is there anything I should know about Chrome OS?
I've heard some complaints about people not knowing what they're delving into, so I'd like to be well informed beforehand. I know there is limited functionality, but it will only serve as a secondary laptop for work purposes only really.

Thank you! This might seem like an exaggerated post about a less-than-300-dollar investment, but I want to make sure I'm getting the best product for my money, and that I'm aware of its limitations.

Yeah I know, just in case I get bored or something. I'd really like to know about the other inquiries though.

it won't be powerful enough for editing programs, but for maybe watching some youtube and editing a word document/powerpoint? that'll be what it excels at (;))
