Can someone tell me where to report a player?

In addition to what Mauro said since you are not able to create a thread in the Report Abuse section:

The section might seems empty or maybe even broken to you, but that is because the reports are hidden to protect the privacy of the reported user. Only the person who submitted the thread and Staff members are able to view the report.

If you wish to submit a thread, you will need to click on the "Post New Thread" button in the bottom right corner of the page. It should look like this:

If you are still not able to submit a thread, please PM me by clicking on the "Start a conversation" button on my profile so that we can get in contact with an administrator to resolve the issue.
