Banned with inappropriate name

I have a question concerning a friend's account, would if someone were to get permanently for having an inappropriate name? Would they be able to change their username to get unbanned? How does it work?

The way it works is there are 2 offenses for this. The first offense is a perm ban however they can change their name to something more appropriate and be unbanned via making a ban dispute. So they are pretty well guaranteed to be unbanned the first time once their name is changed. Now if they get banned again for inappropriate name (a second time) after being banned for it once, they will not be unbanned even after changing the name.
