Are rank transfers possible?

Basically what the title is, are rank transfers possible?

From my knowledge they used to be available but it was a lot of hassle and led to some issues so they stopped doing transfers. However feel free to correct me if I am wrong.

Rank transfers are only possible with quantum donors, as of now. They did use to be available for other ranks, but they stop since people were stealing other players ranks.
