3 Experience Bottles instead of just 2?

Hi I think many of us know this situation:
You see a full iron team at spawn you have full iron aswell.
You dont wanna risk to fight them so you avoid them.
Luckly your Skypefriend is sponsoring you some Bottle's o Enchanting. You get 0.67 level after throwing both of them.
You think: WTF his points didnt worth it and Im Scr*wed.
Of course there are ways to get the full level (cooking, rodding etc.)
But is this the points of sponsoring Bottles? There is a chance of 20% getting one level instead of a hlf or something
The only bad thing at 3 Bottles is its easier to get level 2 but still its frustrating to get sponsored for nothing (because you cant do anything with a half level obviously)

I'm pretty sure the whole reason why they gave you Enchanting Bottles to sponsor is to actually give a level to enchant one of their items.

Seeing as 2 enchanting bottles does not always seem to fill up your exp. bar to level 1 it'd be more satisfying to always have a level, and making sure it just doesn't depend on luck majority of the time. So I'd much rather this.

lets proof it (i know this is no real proof bcuz i could have gotten the xp per fishing or whatever)
4 Times i got experience Bottles and NONE Time I had a full level

I say just one or two fish would do the trick to get you up to level one.
