When you move everything is blurry. It's how YouTubers like ToxicWaste and Egrodo get their gameplay to look so smooth.
Can someone find a mod for this please? Also is it a mod that Toxicwaste and Egrodo use of a feat of editing?

I downloaded the file, this is what it says in the read me notepad -
How to use this Resource Pack:
1. Select this Resource Pack in the Resource Pack menu (obvious).
2. Change the shader to "phosphor.json" using the "Super Secret Settings" button.
Tipp: Use F3 to see which shader you have selected.

How to change the motion blur effect:
1. Go to "assets/minecraft/shaders/post" and copy the file "phosphor.json" out of the zip-file and open it.
2. Search for the word "values" followed by three numbers, these are the numbers that you want to change.
A lower number means less motion blur and a higher number means more motion blur.
The different numbers indicate how much the colors get blurred:
first number: red

second number: green

third number: blue
I recommend you setting all of the three numbers to the same value.
3. Save the file and move it back into the zip-file. Make sure to replace the existing file with the one you have just modified.
Tipp: If you want to change the file while you are ingame you can do so. You just have to press F3 and T at the same time after you have saved the file.
This reloads the Resource Pack so you can see the changes.

It is completely safe downloading the file.

I think it will, you need to use the Super Secret Setting shader called "Phosphor", then change the values in the shader file in the resource pack to whatever blur you wish. Sadly I don't think it can be used in conjunction with another resource pack.
