Not necessarily, Mojang has said that there will be a limit on how many times you can change your name, so it's not exactly like /d.

How will this work with banning hackers? I don't quite get it.

Each player has an ID number, so regardless of whether they change their name, their ID will be the same, this is what servers and plugins use for everything, so when you ban a hacker, it will ban their ID. When someone buys donor, it will rank up their ID. I'm pretty bad at explaining, hope you get it.

Ban the person by g-line (form of permanent ban that's difficult to evade even with a dynamic IP or different devices) instead of, or in addition to, using /ban + /cb in-game.
