Why can everyone see the Optifine capes?

I thought the only way to get a cape in minecraft was through a mod which others had to have to view your cape, I don't understand how everyone can see the Optifine capes then

Everyone has the mod? What kind of question is this? Also, there is Minecon capes.

Only people who have optifine installed can see the cape.

optifine allows you to see their capes, the other mod isnt affiliated with optifine which is why they dont show up on optifine :3

You need optifine too see Optifine capes, but minecon capes can be seen with no mods, that is where I think you are getting confused... xD
