Who Tiers The MCGamer Maps?

I hope I don't anger any of the staff in the process of creating this thread, if I do I apologize in advanced. I have been looking, yet I cannot find how to tier a map, nor can I find who tiers the maps. Is it the creator? Is it the Senior Staff? I am lost, someone please help me understand this better.

I believe it's a group of mods in conjunction with the Map Committee (I'm not positive about this)
