Each server has a blacklist, as a opposed to a whitelist. So placing him on a blacklist would, in effect, ban him.

I think this is not thing you should ask other people, its staff who decide is he hacking, and is this reason to ban him.

When you think about it, it isn't yet helpful. There is no way they can /ban every hacker on every server.. They would have to /ban someone 3 times. Just wait until they find ways to GLOBALLY ban someone from all 3 with just one command.
