Where do I report hackers?

Me an my friend, PurePlatinum were playing Survival Games earlier, and it was ruined by a hacker. This hacker was in a team of three, so I believe they should be banned too (if they can be located). The offender used fly hacks (or as we called them, Jesus hacks, because he only flew over water) to kill me, and he deserves an IP ban immediately. Also, somebody should fix the layout of these forums, because I couldn't even figure out where to report these guys. Here's the video footage:

The offender is named "Gatorboy2017", by the way. If you can't read it in the video. Which means you're blind. Which means you cannot read this.

Anyway, give me a demerit or whatever for posting this in the wrong place if I did. I don't care. As long as this criminal is put to justice.
