What happened?

For about a few minutes (10 minutes or so) today. Tributes could hear spectators and vice versa, the spectators had their text and name colored respectively to their rank. They didn't have the 'bounty' prefix. Spectators also couldn't teleport. Then all the servers went down, what happened?

EDIT : Getting killed or winning the games does nothing to your points.
