Weird Voting System?

Hey guys! So this voting system is awfully weird. For example, MoonBase9 got 9 votes and Winds of Change got 1 vote, but we ended up playing Winds of Change. Can anybody please explain this situation? Thanks in advance!

The system is based on chances; it is a lottery. The higher the map votes a map has, the much higher chance it has of being picked randomly, but the lower voted map has a small chance of being picked. Generally, the higher voted maps will be the ones played, but it still is possible for others to be played.

It's called raffle voting, it has been discussed in forums for quite some time now. As RC had said, that's how it works. It is a great improvement upon MCSG.
