Whenever I try to use chat it tells me
"Cannot send chat message".
Why?

First suggestion, ensure you have chat enabled.
You can do so by pressing escape, then clicking Multiplayer options > Chat > Show all.
Not sure if that's the exact titles of all this settings, but it should be relatively close.
If your chat is on and it still doesn't work, you've been muted by a staff member, usually for saying inappropriate things, being rude, etc.
